Neighbour requests not answered

I have a number of neighbour requests that haven't been answered. All these people are level 4 or less and their cities are inactive. Therefore they are not actually playing the game. However this means I have too many neighbour requests and cannot ask any more people to be neighbours. I have asked them to confirm/reject individually, without success. Any ideas about how I can sort this?
